To know what the actual measured thickness is you need one more identifier such as s2s or rgh.
A sheet of 1 2 inch plywood is really 15 32 inch thick while a 3 4 inch sheet is 23 32 inch thick.
Hardwood board widths vary.
If you surface rough stock smooth you will usually lose about 1 4 in.
4 4 means approximately 1 thick 5 4 means approximately 1 1 4 thick 6 4 means approximately 1 1 2 thick 8 4 means approximately 2 thick 12 4 means approximately 3 thick.
So as a rule of thumb 4 4 stock surfaces down to 3 4 in thick lumber and 5 4 to 1 in.
Beyond telling you how thick the board is there is a bit more implied by the use of the quarter terminology.

Just do the math and reduce the fraction and you get the actual or nominal thickness of the board.
A special note about planning.
For example when referring to a 1 thick rough sawn board we say 4 4 4 quarter a 2 board is 8 4 etc.
For hardwoods almost all gradingis done from the poorer side.

The most common nominal thicknesses of plywood are 1 2 inch and 3 4 inch but once again the actual sizes are slightly different.
My grade hardwood buyer will take oak sawed from 1 1 16 to 1 1 4 as 4 4 lumber.
